no, it's not the pitchers call. the pitcher has to declare first. the batter does not have to step into the box until he is ready. in this case it was the batters fault that he didn't wait to step in, but they should've gotten on the pitcher for delaying the game. he's allowed to switch one time only, as can the player who is up to bat, after that the pitcher has to pitch using that hand that he switched to. he has no choice.

But I wonder which one is his stronger arm. Like switch hitters they have a better swing than the other.
