i always thought the pitcher had to declare first. both can change once but the batter does not have to step in until he is ready. at least that's what i think the rule is.

the pitcher has to declare first. my cousin played with a guy in dallas who could pitch with both and he said that the umpires told him he had to decide first because making the hitter decide first gives an unfair advantage to the pitcher. they want offense.

Well that makes it unfair for pitchers too. Yea I would agree they pitcher has to declare first. Sucks for pitchers though.

not really, the pitcher knows what pitch he is going to throw. they already have an advantage before the game even starts. making the pitcher choose second just evens out the playing field.
