I didn't bother to read the article... but maybe somebody would care to explain wny this is illegal.
Is it because these wild animals become a safety hazard after their ownes can no longer care for them and are force to abandon them?

there's certain animals that you're just not allowed to own privately. i'd imagine a tiger is one of them.
